This is based on information from televised hearings and it was difficult to get details since it all rushed by very quickly.  We could glean some information but the summary of the amendments that was discussed there may not be accurate.

 

AB 280 (Holden, Mandela bill). Passed out of the Senate Appropriations suspense file Sept. 1.  Was amended to include a certain kind of licensed counselor in the list of health professionals in mentions.  The full text of the amendments should be posted Tuesday on the Committee’s website.


AB 360
 (Gipson, excited delirium) Passed out of the Senate Appropriations Cmte. suspense file Sept. 1.

 

AB 531 (Irwin, Modernization bonds) Passed out of Senate Appropriations Cmte. suspense file Sept. 1.

 

AB 1437 (Irwin, SMI prescription refill) passed Senate Appropriations Cmte. Sept. 1, according to the unofficial results.

 

SB 35 (Umberg, CARE court amendment). Passed Assembly Appropriations Cmte. Aug. 23 15-0 and was on the consent calendar.  It has been amended recently and will be heard in the Assembly Privacy & Consumer Protection Cmte. on Tuesday Sept. 6.

 

SB 43 (Eggman, grave disability) Passed out of the Assembly Appropriations Cmte. Sept 1 with at least one very damaging amendment:  it makes the new definition of grave disability opt-in (county’s choice). There was also an amendment about “hearsay.” The amendments should be published Tuesday Sept. 5.


SB 326 (Eggman, Modernization) Passed out of the Assembly Appropriations Cmte. Sept 1 with at least five possibly major amendments that should be published Tuesday Sept. 5.

 

SB 717 (Stern, outreach to discharged incompetent-to-stand-trial) Passed out of the Assembly Appropriations Cmte. Sept 1 but was amended to remove a requirement that counties contact the incompetent to stand trial, which seems like a major amendment.

 

These bills that we had been following were held in committee, which means they are “dead” for this session.  To be revived, they would have to be reintroduced in the next session.

 

AB 1584 (Weber, incompetent to stand trial) was held (killed) in Senate Appropriations Cmte. Sept. 1 (unofficial results).

 

SB 45 (Roth, loans for psych hospital construction) was held (killed) Sept. 1 in the Assembly Appropriations Cmte. 

 

SB 363 (Eggman, database of psych hospital beds) was held (killed) Sept. 1 in the Assembly Appropriations Cmte.  It’s a shame someone in state government doesn’t want to know how many psych beds there are and how big the shortfall is.

 

It is not totally clear what is the status of SB 519 (Atkins, information about deaths in jail).  It should have been heard in the Sept 1 Assembly Appropriations Cmte. hearing but the relevant part of the hearing was missed by our watchers.  Watch for the hearing results which should be posted on the Assembly Appropriations Cmte. website by Tuesday.
